Captain Shawn Bain (Ret.)

Shawn retired after serving over 29 years with the Franklin County Sheriff’s Office in Columbus, Ohio an agency responsible for serving a population of over one million citizens. He has been assigned many different areas of responsibility in Law Enforcement including the jail division, patrol division, canine unit, SWAT, and Special Investigations conducting vice and narcotics investigations. He has also served as a supervisor in all of these areas.
Shawn’s expertise in Law Enforcement lies within drug investigations. He has 20 years of experience in the drug field. He has served as the lead undercover detective or supervisor on over 3,000 undercover drug buys and participated in over 1,000 drug search warrants both at the local and federal levels. He has assisted in supervising several Federal Title III wire taps and State wire taps involving large scale drug trafficking organizations.
Shawn has been assigned as Task Force Commander of a large multi-agency drug task force with a focus on disrupting/dismantling large-scale drug trafficking organizations within the United States coming from Mexico.
Shawn has found his passion the last 14 years in drug education. With the experience he gained while interviewing or interrogating thousands of drug traffickers and drug abuses, he has come to the realization that enforcement of drug crimes is not the solution to the drug epidemic plaguing our country today. Instead, the answer lies with education to change the culture of drug abuse in our society. This passion for drug education is evident during his instruction. He has lectured throughout the United States at a variety of national conferences and seminars.
Training: Shawn has received training on conducting drug investigations in Quantico, Virginia, San Diego, California, El Paso, Texas, and Columbus, Ohio. He has attended several schools and seminars related to narcotics across the country.
He is a graduate of the Federal Bureau of Investigations (FBI) National Academy.
He is a graduate of the Drug Enforcement Administration (DEA) Drug Unit Commanders Academy.
He is a certified instructor, Ohio Peace Officers Training Academy.
He is a Certified Prevention Specialist Assistant (CPSA) with the Ohio Chemical Dependency Professionals Board.
He is licensed with the Ohio Department of Mental Health and Addiction Services.
Shawn is also assigned as the Drug Intelligence Officer for the State of Ohio for Ohio (HIDTA) High Intensity Drug Trafficking Area.

Sergeant Michael N. Powell (Ret.)

Sgt. Michael N. Powell served with honor and distinction with the Franklin County Sheriff’s Office for over 32 years. Since his retirement, Sgt. Powell continued to be engaged as a Public Information Specialist with the Franklin County Sheriff’s Office through December 2018, conducting drug training throughout the state of Ohio and many other parts of the United States.

For the last 26 years of Sgt. Powell’s law enforcement career, he was assigned to the Franklin County Sheriff’s Office Special Investigations Unit (SIU), working narcotics, vice, and stolen property investigations. During his tenure, he participated in over 6000 counts of drug trafficking and executed over 1500 federal/local search warrants.

Prior to his retirement, Sgt. Powell supervised the Ohio High Intensity Drug Trafficking Area (HIDTA) federal task force in Columbus. He was instrumental in creating “Operation Street Smart” for the Franklin County Sheriff’s Office. Sgt. Powell continues to conduct “Street Smart” training for Ohio HIDTA.
Sgt. Powell is widely recognized as an expert on illegal drugs; their manufacture, sale and impact on our society. He has lectured extensively across the country and has been enthusiastically acclaimed for his knowledgeable, enlightening and engaging instruction. His remarkable and extensive experiences dealing with this country’s drug problem, and his earned understanding of the human nature and behaviors that drive the abuse of illegal drugs, infuse his engaging presentation with both insight and wisdom.

From June 1995 through December 2001, Sgt. Powell was federally deputized and was a supervisor with the FBI Drug Task Force in Columbus. He is a graduate of the FBI National Academy in Quantico, Virginia
Sgt. Powell is a state-certified instructor of narcotics. He drafted the core curriculum and led the instruction of The Basic Undercover Narcotics Course conducted across the State of Ohio since 1984.
He is a Certified Prevention Specialist Assistant (CPSA) with the Ohio Chemical Dependency Professionals Board. And is licensed with the Ohio Department of Mental Health and Addiction Services.
